asrock 990 motherboard wont get to post screen

Built this PC a year ago.

ASRock 990fx extreme3 MB
AMD FX8150 CPU
SAMSUNG SDD 128GB HD
BLURAY DVD
16 GB PATRIOT RAM
6970 AMD RADEON 1GB GPU
Roswell 450w PSU
Windows 8.1 pro

Been working great until recently. I noticed the mouse cursor would freeze and not be fluid at times. Then I had my PC freeze completely one day after some gaming use. Had to power it down but the would freeze during windows Bootup. Shut if off for a few hours and it started working again. Then the mouse thing started again for the next few weeks. Sometimes it was fluid and other times the cursor wouldn't move also the kb was slow with inputs or wouldnt work. (Wireless). Then again last night I was booting into a game and the PC froze. Held down the power button but when I turn in back in it displays one line of txt and never makes it to bios or attempts to post anything.

Above is all it says. I tried disconnecting the SSD AND BLURAY no change. When I removed the memory it beeped and never made it to any screen but when I put the memory back in everything posted and it froze when Windows booted up. Baaaah. Now im back to the one line of txt. And I tried removing the memory again turn on/off put it back again but cant get anything to repost. Bah.. im stuck now.

Your power supply may have failed from being used at maximum output for extended periods of time.

Oh. I didn't realize it required so much power. I'm going to start there.
