Rogue DHCP Router on the LAN

Please a bit of help i have a Rogue router on the LAN that's effective stops my network,
My network is conected by DHCP MAC address cable , i have determined that a router on the LAN is changing my LAN card settings,
The network administrator in not able to find how it is,
From my gateway : 176.126.176.11 it go's to a rooter's gateway on the LAN 192.162.10.1 after that i have no network, if i type in browser 192.162.10.1 it connects me to the router on the LAN , i can see the router interface asking me for password and user name .

I have NO ROOTER someone on the LAN has !!!

How can i stop this rooter on my LAN to affect my computers network ? how can i block he's router affect my Network card settings ?

Please help me i'm new 1 weeks without net , the network administrator does not know how has this rooter (we are on the countryside)..
I have 2 -3 hours of net at 2 days distance probably when the guy stops his rooter or sleeps.

Please help me ..

Thanks for such a quick answer , i tried to set manual ip , mask , gateway but at that point it stops seeding and receiving packets since we have a DHCP auto setting up by MAC...
 
Sounds like either your network admin does not have a clue or they are using the cheapest switches and routers on the market. Many commercial switches have a feature called DHCP snooping to prevent this problem and even ones that don't it is trivial to track a mac address down.

As stated above you will need to use static address/gateway/dns. If the rouge DHCP server is duplicating the gateway address then you will need to also put in a static ARP entry in your PC.

Ok folks i will try this, i'm new at a neighbors computer , please don't close this topic in a few hours or 1 day i will post it solve it.
Thanks to both of you for helping me,

Just for posterity , i'm a graphic designer because of this network problem i've lost 600 Euros in LOGO projects because i didn't answer my clients, so i'm desperate.
