I want a cheap graphics card that will work for minecraft but i wont have to use low setting because i already am

yeah these graphics will push you out of the low settings.
you can probably play fast with pretty good render settings past 60 fps.

What do you mean by specs?
Spec basically means all the stuff you have inside your computer, aswell as what operating system you run.
To find the main specs of your computer you will have to:
For Windows: Find the application called 'Run' if you are using Windows XP it should be on the start menu, if you are using Vista, you will have to search for it.
Once you have found Run type in dxdiag and hit enter, it may ask you to allow it, if so just accept. It will then scan your computer and bring up the main specs of it.
or just download CPU-Z and GPU-Z to check your specs i don't know if you can see the PSU specs though...so you might wanna open your system unit and check your PSU details.
