gtx 760 running at PCI-E x16 v1.1??

Hi guys, why is my gpu runnning under PCI-Express x16 v1.1?
This causes performance issue doesn't it, could I fix it??

Quite a few cards will do that, my 7950 also shows as running at PCI-E 1.1 when idle but ramps up to its full 2.0 (my mobo is only PCI-E 2.0) when I run the GPUZ render test.
Click on the blue '?' beside the PCI-E info, it will run the GPUZ render test and the PCI-E version should change to X16@2.0.
