Is my 290 underperforming?

I only get 52 fps in Unigine Valley with my R9 290 Tri-X (stock 1000/1300). Is this low? Is this number lower because I have an FX8350 or is my card underperforming?. I tested my friend's 290 card with a slightly higher stock OC than mine (his was 1040/1340) and his got 53.5. How come I see all of these people with higher test results than me with stock 290's?

What should I be getting in terms of fps? I get these same frames both on the 13.12 driver and with 14.2 beta. all VERY clean installed

Is there a part bogging down my system? I've completely reformatted and installed windows again already and I am running out of variables as to why I get low fps in BF4/BF3

BF3: Ultra 40-90fps Canals TDM 64p
BF4: Ultra 40-75fps Shanghai DOM 64p

I've tried:
Unparking cores
drivers 13.12, 14.1, 14.2
Reinstalling BF4 from scratch
Repairing BF4
Using mantle (DX11 only runs like 45-50fps now latest beta driver)
Clocks are steady at 1000 and 1300, CPU is steady at 4133mhz. No drops in clocks
CPU max 51C, GPU max 73C

Rest of my specs are in the description. I paid for 290 performance, and I'm getting 7950 fps...
What else could it be?

It varies quite a bit as far as FPS is concerned, but usually it's under performing when compared to review benchmarks. There's also alot of micro-stuttering and general FPS drops which make some games almost unplayable.

I've tried 13.2 and 14.1 drivers, but I'm using 14.2 atm.
I'm using 2 - G-Skill 4GB Ripjaws X DDR3 2133
My CPU is an i7 3820 overclocked to 4.4ghz.

I've found something which may be of use, the people in this thread are referring to a throttling problem caused by erratic GPU clockspeed. There's a few fixes you could try, I haven't got the time at the moment but it does seem legit.

What are you cpu and gpu usages in game? For gpu usage use MSI afterburner or gpuz. For cpu usage just use task manager > performance and watch the core usage graphs (ignore the overall usage). If you only have one monitor you will have to play windowed to watch both graphs while you game (you cannot tab out as usages will drop with you do). What is your gpu usage? Are any of your cpu cores maxed out (if one is maxed out then essentially your entire cpu is maxed)?

Yes, but even with mantle, Its very unstable. Mantle should eliminate CPU bottleneck

CPU is about 65-85% ingame, all cores stay at 4133mhz. All 8 cores are hitting the same usage levels. GPU is 70-82% with Mantle. Also, my Core clock drops to around 920-980 if I lower the settings, but this is expected right? On Ultra, it tops at 998-1000 on core. only 66% usage max on my 8GB of RAM, and they have low timings.
Also, with Mantle, My Vram usage is 3.6GB/4GB the card has 0_o With DX11, I only use 2.3Gb/4GB, so maybe that is needed?
I get similar fps drops in BF3... a 3 year old game...

Almost every other game runs like it should, for example, Metro Last Light runs 50-65FPs on Very High with 2x Supersampling on.

I just played Domination on flood zone, and saw anywhere from 50-60 at times, to 90-122 in other parts of the same map.
Yet, I see people with my 290 getting better performance and stable frames as well.

What FPS do you have in games. RAM? CPU? is it random and unstable FPS like mine? what driver are you on?
