My xw9400 (bought from a re-seller) seems to be running at an awful low clock rate

I've got a HPxw9400, Quadcore, running Windows7. I bought it from a reselller thinking a quad machine would be keep me going for years. But the performance is terrible, and I think the CPU clock rate is wrong. I benchmarked it on Passmark and it's practically the worse machine in the table. All 4 cores are enabled (I get 4 graphs on Task Manager) and its got 8G RAM. CPU-Z reports the Core Speed is 1149MHz (5.75x200). This MUST be wrong eh? I have NO IDEA at all how to change this. BIOS is 4.03. Can anyone give this newbie some gentle help?

Should be a minimum of 2.2ghz depending on cpu, could be AMD cool-n-quiet in use.

Download prime95, open up cpu-z and then run prime95 small fft with all cores and see if frequency shoots up.

It should still be a capable system even today.
