Optimization help, RAM and GPU

I haven't been seeing the performance in games I was expecting considering the hardware in my PC, so I'm wondering if it's an optimization issue. CPU-Z also doesn't seem to show the correct info for my RAM and GPU, so I'm wondering if they came from the store mis-configured? I've never OC'd before, but I'm extremely proficient with PC's and PC hardware otherwise (I've worked in IT for over 15 years).

Here's a list of my hardware, can someone please look it over and see if I may be correct?

RAM - Crucial ble4g3d1869de1tx0, which is supposed to run at 1866 MHz, but CPU-Z only shows 667 MHz as the max bandwidth.

GPU - XFX Radeon HD 7970 GHz Edition, which is supposed to have 3GB RAM, but CPU-Z only shows 2112 MB's.

CPU - Core i7 3770K

HD - Samsung 840 256GB SSD (everything is on that, so there's no bottleneck with a HDD)

In games like Battlefield 4, my FPS fluctuates from low 50's to low 30's. I'm not saying my PC is top of the line anymore, but I would think it should be able to handle it a bit better than that, right? I even ran AMD Evolved and chooe the Balanced option, which did nothing to the FPS. After that I closed out and selected the Performance option, and the FPS didn't seem to be affected at all.

If any other information or screenshots would help, please let me know and I can provide it/them. Thanks in advance for any help!

The default RAM speed on your asus motherboard is 1333mhz, you need to manually set your speeds in your bios through understanding the spec of your RAM and entering it accordingly in the bios.

Try GPU Z instead of CPU Z and run bf4, check the memory usage and report back.

Which version of CPUZ are you using ?

What configuration is your memory ? i.e. dual or single channel ? - have you installed it in the right slots on the motherboard? you say max bandwidth is 667 but i dont' see that on CPUZ?

here's my memory @ 1600 which will show as 799Mhz in dual channel.

your Gfx card should show as 3072 not 2112 so there's definitely an issue there.

your m/b isnt trying to share your cards vram with the oboard ram is it ?

what motherboard do you have?
 
Ok because of the way memory works cpuz showing 667Mhz needs to be times by 2

667Mhz x 2 = 1330Mhz speed.

Why it is working at that speed is because in order to get the rated 1866 MHz.

Or what you would see in cpu z 933Mhz x 2 =1866Mhz.

Is down to the motherboard used.

Could you list the motherboard the system is using, it`s brand name and model number.
Then we can take a look to see if it is the cause.

Yep, sorry, I forgot to list that initially. It's the ASUS p8z77-v lk. The RAM is actually in slots 3 and 4 according to CPU-Z, but that shouldn't matter, right? All the RAM slots should operate at the same speeds? For Jonathan, the RAM speed shows up on the SPD tab in CPU-Z, but thanks to Shaun for explaining that it's...sorta incorrect.

Also, in case if you guys need it, here's a SS of the SPD screen with the timings. I haven't touched them, so they're all the factory settings, but that doesn't necessarily mean they're correct.
