okay so i have a old mid level PC parts are as follows

i have around 1300$ to spend should i upgrade this one or get a whole new system?
 
with $1300, i would get a new system, so you have 2 computers. or if you dont need 2 computers, you can either sell the old one, or move over the mobo and get a fx 8350, or if you want to go with intel, you can keep your case and psu and ram.
 
Your build really isn't that bad, but there are some things you would have to upgrade like the PSU and CPU. $1300 will get you a pretty nice system. here's an example of a build that comes in well under $1300. You could even shuffle a few components and squeeze a GTX 780 in if you want. You could probably re-use a few of your components like the 1TB HDD and RAM if you don't want to keep your current system operational.

No but you would get a large performance bump going to the 280x and would not have any of the issues with crossfire and SLI. Sell your old card.

 
you cant crossfire 2 cards that different. and the brand depends on your budget and what you will be doing. if you are gaming, then go with amd cuz its a bit cheaper. but if you are doing 3d modeling/rendering/video editing, then nvidia is a bit better. so with $1300, i would get a R9 270x or R9 280.

Not 100% performance scaling, heavily reliant on software updates, micro stuttering and you would also have to get a beefier PSU with ample PCI-E connectors
