File Transferring Issue (for the future)

Hello, I'm having a little bit of a problem. Well, its more of a future problem. I have this laptop, and I can't really play games on it (most I can play is Left 4 Dead 2) and I'm looking to buy parts to build a GAMING PC (capitalized for emphasis), and the issue is, well, I'm going to transfer most of the files off this laptop into the new PC, but, I don't want to transfer ALL the files onto a 60 GB SSD (to boot the OS), I want to transfer the windows stuff into the SSD (windows folder and that stuff), but I want to transfer my antivirus, my Steam, my Steam games (for sure), without having to redo everything entirely (just thinking about it gives me stress). I'm also looking to transfer most of my non-steam games (GTA: San Andreas and others), my game engines (Unity and RPG Maker VX Ace), and other stuff of my choice. Specs aren't important, all you need to know is that the new PC will have a 60 GB SSD (again, to boot the OS on) and a 1 TB HDD (I don't need to boot my games on an SSD). You know what, I'll give you some specs anyway (names will be shortened).

GPU: GTX 660 Windforce OC
CPU: Intel i3-4130
MotherBoard: ASRock Z87 Extreme3 LGA 1150
OS: Windows 8.1 (FTW)
Monitor: 1080p. Do I need to say more?
Case: Luxo M30
SSD: told you (sort of)
HDD: same here
RAM: 8 GB (4x2)
DVD Drive: LG Black 16x
Keyboard: Razer BlackWidow Ultimate
Mouse: Razer DeathAdder
Heatsink: We don't need to know.

So thats it. Yes, I know, I wrote more than I should of. That happens. Alot.
 
Solution
1. For a new build, a 60GB SSD is marginally too small. And not "1/2 the price" of a 120GB drive.
2. Transferring the OS from a laptop to a new desktop will not work, for a variety of reasons
3. You can't just automatically 'some' stuff. You won't be presented with a series of checkboxes for 'this', and not 'that'. There is no selection for "most".
4. With a new SSD, a full reinstall is always recommended
5. 1 license, 1 PC. If you were somehow able to move that Windows install to the new machine (and you can't) now you have a brick for a laptop. No OS for it.
6. If that laptop came preinstalled with Windows, you really can't move it. That license is tied to that particular hardware.

For the best performance go for a clean install on the SSD and transfer data such as pictures to the HDD. You cant simply copy programs and windows from one HDD to another. You will have to redo it all, its just the way it has to be.

Is it possible that after I set up the new PC, I could somehow connect both PCs with a wire (i dont know which wire) and transfer the files I want to transfer? Games not from Steam should be easy. I have also found a 120 gb drive for 79.99, so im getting that instead. Is it possible to transfer Steam between computers?

By far the easiest way is when both are connected to the same router.
Share a folder on each, and move things as desired.

But moving applications (and games are applications).....that won't work. They need to be installed properly on the new PC. The new OS and registry will know nothing about them.

Steam games are a different animal, though. Some (most?) of them can be moved relatively easily. See below.

Unknown. I imagine each is different. At most....reinstall, however you did it the first time.
