depends, so far there is only BF4 that uses mantle. And it only really helps if you have a weak cpu. There is virtually no difference in performance between the two cards, its game depandant as to which is better. keep in mind lower level direct x and open gl are coming to compete with mantle so it wont matter which brand you use in the end.
Mantle is still fairly infantile in development, it can be used with BF4 with beta drivers and there are marginal FPS gains if your CPU is lacking, but at the cost of some image quality. I'd recommend reading some Mantle reviews from non-AMD sources for more information before purchasing GPU decidedly on Mantle.
Why not a 760? I think they are around the same price.
Well.. There are a few reasons why I would go for the r9 270.. It has more bandwidth, more cores, it's newer, newer version of OpenGL and DirectX. I assume Mantle will be more compatible with more games in a few years.

more bandwidth and more cores does not necessarily translate into more performance, especially when nvidia and amd cores are completely different. Also, it may be "newer" but its a rebadge of an old card.
