I see the hyperlink now. No. It will not run it. 750 watts or greater. Gtx 780 ti runs somewhere in the 475 w and 500w on full load stock speeds. The rest you system will probably require another 140-160w.
It will, but 780ti's minimum system power requirement is 600w, which means you won't be able to reach high loads during gaming for example, and system probably will shut down. Well at least I had the same issue with 550ti with weak psu.

Should I go with a 750w/850w if I'm going to be gaming, because I don't want to have issues whilst recording and gaming.

Well for a single it will be plenty the minimum is 600w for a single 780ti.
but for SLI (if u plan to do SLI) Then You Should Go with a 850W PSU but 650w is fine for a single
but if you dont feel safe with a 650w psu then 750w will do
