Brand-new custom-built PC; Win 7 Pro, 16 GB RAM

Sometimes (NOT all the time!) when I insert either my 8GB or 32 GB Sandisk Cruzer USB stick in any one of the USB ports on my PC, the LED on the Cruzer (which is supposed to blink when recognized) just glows solid, and the stick is not recognized. When this happens, and I go Start>Computer, my DVD drive has disappeared, and the only way to get it recognized again is to go through the Control Panel>Troubleshooting>Configure a Device>Harware and Devices procedure. What could be causing both of these things to happen at once (and I do believe I have established that they are related at this point)?

Well, I had a tech guy look things over, and he ended up upgrading the BIOS and updating the firmware for the USB 3.0 controller. Sorry I can't be more specific, but that is all I know. So far, so good! Thanks, everybody!
