Neither really. Here are a few suggestions:
1. Get an i3-3220+ LGA 1155 Motherboard.
2. Get a i3-4130 + LGA 1150 Motherboard.
3. Get a FX-6300+ a Compatible AM3+ Motherboard.
4. Get an Athlon 740k or 750k or 760k+ (FM2+ motherboard)
The fourth options will allow you to save more money when purchasing the CPU that you can use to get a better graphics card. The R7 250 is only good for entry level gaming. You can play games on medium to high quality @ 720p with that card with +30 FPS but the frame time latency could be high in graphically demanding games they won't play smoothly. If you can afford it get a HD 7790 or R7 260x instead.

thanks for the response :)
sounds good 3rd option with the vga to me the best of 4 and i think i can afford it, but i wonder what psu i need to cover r7 x260 or hd 7790? :)

a quality brand 450/500 Watt PSU with a +21 amp on the +12v rail will do for either. I think there is a very good EVGA 500 w PSU that was for about 60$ and a 600 w model from the same series for 65$. For only 5$ more I think it is worth it.
