I have a possibility of getting either the GTX Titan Black Edition or Radeon HD 7990. Which is better and I am currently runnning a high end AMD build.

Get a 780 Ti instead, it is cheaper and better than both of those

What is the budget and use for the cards?
The 7990 should pretty much be avoided all together at this point. The Titan BE is meant for high end professional video work or high resolution gaming. While the 780Ti is aimed at High end gaming at moderate resolutions.

7990 will win you FPS benchmarks.
GTX780ti, or titan black black edition will give your smoother gameplay.

If you are gaming on triple monitors or a 4k monitor, then some sort of cf/sli might be appropriate.

Exactly if you have the money go with a 780ti.
The only difference between 780ti and titan black is that the titan has 6gb vram and better fp64.
Fp64 you won't use when gaming and more than the 3gb vram of the 780ti isn't needed(unless you're gaming at extreme resolutions).

HD7990 isn't worth it, it won't be faster than the 780ti(99% frametime wise), but you get framepacing issues due to CF, more heat and noise.

The use is for hardcore gaming. Including games like crysis 3. Is the less stress on the graphics card worth the price difference

780ti may be cheaper, but it is not better.

titan black has same amount of cuda cores as 780ti plus 6gig memory vs 3gig memory of 780ti.

If your gaming at 1600 or higher resolution I would go with the titan black if not then the 780ti should be good. Keep in mind though that the titan black is more future proof because of how games are starting to use more vram.

this is also true, there really would be no benefit to gaming below 1600res with a Titan Black.
