First Build. Computer Turns on for 5 sec then off and on for 5 sec, ect.

Okay. So I wanted to build a PC and I did. It started out a bit rough, where the PC would only turn on for a few seconds and turn off and keep doing so until you unplug it. I somehow got it working and have worked. I hadn't touched it for a few months and I tried to turn it on. It then turned on for a spilt second. So, throughout the process I have swapped Power Supplies and both had the same outcome. I ordered a new motherboard. When I hooked up the new mobo, it now turns on for 5 seconds, and off and in a cycle. I am not sure why... I don't seem to be getting video signal either. Thanks so much!

Additional Details
I tried hitting delete. No video and didn't seem to get much power to keyboard. Can't get to BIOS to hit delete. I also tried backspace, still no results.

I have had it out of case and minimum config. still no luck!!

Yes I do have thermal paste and I am connecting the monitor to motherboard VGA. I don't think it overheats because it only runs for a few seconds! Also, somebody said it could be my ram (1 stick) causing this?! Is that possible?
 
can be a memory if it not fully inserted then the computer not gonna boot.
