how to fix java.net.connectexception: connection timed out: no further information:

I have been trying to connect to any server on minecraft... but I keep getting this message

failed to connect to server: java.net.connectionexception: connection timed out: no further information:

I reinstalled jre7 many times, old versions and new version, reinstalled minecraft many times, then I went researching and saw many people have this problem but there have been no fixes or solutions that have been made (from what I've seen so far).
I've been having this problem for about a week, I got so frustrated with it that I completely wiped my computer and the only thing I installed afterwards was java runtime environment version 7 update 51 (32bit) and I still got the same message.

I don't know if this is relevant but I have a Toshiba laptop running windows 8

It's most likely your firewall, I don't have much experience with Win8 but allow Minecraft and Java incoming connections and outgoing connections through your firewall, or disable it and then try, if not then it may be your Internets firewall.

(try this if ^^^^don't work)

type your gateway ip into the address bar of Firefox,chrome etc and allow the server IP in your Internets firewall. You can get your ip by opening CMDprompt and type ipconfig.

If that don't work then I'm stumped...

If you're on windows then you have a firewall even macs have firewall. Even if it's off you still have to perform the steps I wrote.

Im using windows8 and I just followed your steps, im stuck at the ip part what do I do once I typed in my Default gateway ip?
