Fps CPU and GPU

I'm not a huge gamer but i care about how it looks and performs i play a lot of FPS and the occasional World of Warcraft only getting around 40 fps at best.

I'm currently running a 2.9GHz (3.2GHz turbo) CPU and an old 1gb radeon 6450 http://www.gigabyte.com/products/product-page.aspx?pid=3835#ov
i also have 6gb ram but i feel thats not as big a porblem as the rest..but iv been wrong before.

also im running an asus VG278HE 144hz monitor i would like to use it at its full potential.

i can only upgrade one or the other but want to get as much out of my monitor as i can...and I was thinking of getting a GTX 750 ti 2gb to replace the old one..unless it wont matter because of my CPU.

So now my 2 questions..

1~What would be best to upgrade?
2~Why is my fps so low?

You will notice much better performace by upgrading to a new GPU, Your current GPU is pretty low end so a 750Ti is a nice upgrade, I personally would save uup a bit or chip out a little more for something like a 770 although the 750Ti's are good and you will notice FPS increase.

P.S 40fps is still higher than console and is playable and make sure Vsync is turned off.

Games mostly use the GPU power rather than CPU so you won't notice a huge difference with a new CPU.

We would need the specific CPU model that you're running on.
You won't be able to use 144hz monitor to its full potential with a GTX 750 Ti if playing on high/ultra settings

I personally don't see a reason to have a 144hz monitor as normal people can't see the difference from 60hz.

AMD Phenom II X4 840T is my actual processor i mean im not too worried about running it at 144hz honestly im running most of the original HP p7-1026 bundle (see link below) i got years back so i dont expect it to be perfect, but as i said i juss wanted my computer to be able to handle more cuz idk if my system can currently handle Battlefield or Black ops and WoW usually runs around 15-25 in bigger fights with settings on "fair" (high good fair poor) also i sometimes encounter tearing with this monitor what would cause/how would i fix this?

and then what causes/ how do i address the problem of tearing it doesn't happen often but i deff notice when it does. id just like to make the switch from console to pc and have everything run as flawless as possible settings dont need to be maxed but i still would like it to look good.

i mean honestly the only game i play atm is Blacklight Retribution and i love the look of that game and when i max out around 50 fps in game i notice a HUGE difference but my frame rate is always all over the place, though it never really seems to drop below 30fps im not even running it at full 1080p

I my opinion it best to go with a card from AMD lik the Radeon R9 270 it is more powerful then GTX750ti and you will have more features like Mantle.The advantage of the 270 is that it has 256bit memory interface rather the 128bit that 750ti has , 256bit alows the gpu to talk a lot faster to memory witch boosts performance.With R9 270 you can play Battlefield 4 with Mantle,all you have to do is to instal first update of the game and you will see in the game a new menu were you can select between Mantle and DirectX 11 render.

that sounds pretty good i just didnt know if it is/ if it matters if its 3d vision ready(not that i play 3d, but just because of monitor) also my budget was a little closer to $150 i just need something that i wont regret in 3 days and make sure i dont have marginal disadvantage while playing...sorry im still kind of new-b to actual PC tech so i appreciate the patience and all the help.
 
If you don't plan on running games on 1080p then you should be able to run games on high settings with GTX 750 Ti

It would all depend on the budget, in OP GTX 750 Ti was suggested so I didn't bother to ask for a budget, R9 270 is better but also more expensive.

i want to run it at 1080 i juss have to get used to mouse settings and it rly dropped my fps so i went back to...w.e its default was well 1080p game settings the screen it self is currently set 1080 at 110 fps cuz i wasnt sure what was causing the tearing.

I have a Sapphire R9 270X OC and i have Battlfield 4, i tested it with 1080p with ultra high textures al other settings on high and HBAO except antialiasing at aroun 65 -70 fps with mi rig.

is the R9 270X OC that much better then the 750 TI price wise though? i get that the 256 bit is better but again since im still getting into this i dont get what it does exactly and if that really makes it worth it or if i should keep up the search for a 256 bit just more in my price range?

ya i just wasnt sure how my processor was seeing as it was just a random buy one day that i now wanna start actually using i was just hoping i wouldnt need to replace both for any kind of improvement

I want to know what motherboard you have and cpu model is it quad,or just post your pc configuration.As "smeezekitty" said the cpu can influence in some way the fps.
 

He said its a AMD Phenom II X4 840T in a later post

That is old but still okay and is a quad core.

the above link i have posted 3rd comment down after original post is my pc only changes are stronger power supply and my 6450 gpu everything else is what came with also an added pcie usb 3.0 card but ya that doesnt matter
