PSU with not enough Ampere for a Radeon HD4870?

Hi all!

I recently bought a RADEON HD4870, after my GeForce8800GT died slowly.

Problem is, when i try to boot my pc with the HD4870 plugged in, the PC at first barely show the BIOS screen, all crossed by white vertical and orizzontal white lines, and after some time, it appear a blue screen (light blue, not screen of death) that says:
"The computer encountered a problem and should be restarted [...] VIDEO_TDR_FAILURE atikmpag.sys".

WORST: this screen is not clear and well-displayed, is all messy, with white lines across the screen (vertical and orizzontal) and everithing like it was a bad-glued collage (pieces that surmount each other a little).

I have Win 8.1, but'm sure that i installed the most recent driver for this GPU, and i even tryed with the "windows official" ones, with no results.

I have a PSU that may be the problem: is a rasurbo dlp55.1 550W, and it SHOULD give 18 and 19 A on the +12v Rails, (i plugged in both the power lines, the one with 6 pins and in the other i used an adaptor 2molex-to-6pins) but we all know the HD4870 is very demanding, so, problem like those described above can be caused from a lack of power for the GPU?


PS: on a side note: the pc works fine with a radeon x550, so the only problem can come from the new GPU.
