Build new or upgrade old?

First of all, let me thank the Tom's Hardware community for all the assistance provided to me over the years. Next, I am looking to make a decision to upgrade my current system or start fresh. My current system was bought in 2011 and has been shipped internationally twice.

Current system:
- Cooler Master Hyper 212 Plus - CPU Cooler with 4 Direct Contact Heatpipes
- Mushkin Enhanced Blackline 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model 996988
- Cooler Master HAF 922 - High Air Flow Mid Tower Computer Case with USB 3.0 and All-Black Interior (If I go with a brand new system, this needs to be replaced as international shipping has taken it's toll)
- Intel Core i5-2500K Sandy Bridge 3.3GHz (3.7GHz Turbo Boost) LGA 1155 95W Quad-Core Desktop Processor Intel HD Graphics ...
- SAMSUNG Spinpoint F3 ST1000DM005/HD103SJ 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive Bare Drive
- ASRock Z68 Extreme3 Gen3 LGA 1155 Intel Z68 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
- SAPPHIRE 100312-3SR Radeon HD 6950 Dirt3 Edition 2GB 256-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support (DEAD!!)
- PSU is a Corsair AX760 which was purchased approximately 3 months ago (PC&P died after nearly 7 years of use).

My current GPU is the Radeon HD4850 which I pulled out of my computer built in 2008 when my 6950 completely died. ASRock discontinued BIOS updates for Sandy Bridge architecture on this mobo.

For these reasons, I'm contemplating a brand new system or possible upgrades. Obviously, the first and immediate upgrade is the GPU to either a GTX 760 or 770. (Leaning away from Radeon as my 6950 died in under 3 years and I've had driver issues for several months with my 4850; plus the Radeon's have experienced huge price spikes recently). My concern is that my processor or mobo may bottleneck the system and I won't be able to see the full power of the GPU.

What are your thoughts? Upgrade GPU? Other components? or just build a new system? If I build a new system, I have approximately $1000 to put towards it (PSU, monitor, keyboard, mouse not required).

Note* I currently do not overclock my system. I have experience overclocking a CPU but not a GPU.

I'm running a 750 OC'd on a hyper212 with no problems so your CPU is still very solid. I'd say the only thing you need to upgrade is the GPU, then throw in a SSD as they are a night and day difference.

BTW, my rig is over 4 years old and I have never updated the MOBO bios. It's kind of one of those things you don't fix unless it's broke so it's not a big deal if there won't be new versions coming out.

You almost never need to completely buy a new system. In many cases, you can keep some parts from the old system and put them in the new one to save money. Eventually, your system will evolve into something completely different from the original, but there will almost always be old parts in whatever build you have after your first build.
