I am building on a budget and I was curious if it will run properly and games such as skyrim, civ 5, splinter cell, and simcity on ultra- high settings.

You may take the SSD out if it's too expensive.

I am getting the i5 for roughly the same price. but I am new to all of this. is one better than the other?
 

Then go for the i5. Their performance is roughly the same, but it has way better single core performance, which is currently more important.

i5 does have a better single core performance, but FX 8 cores has a better performance when it comes to video rendering and etc. I would go with FX since NCIX is having a huge discount with that CPU and MB combo, it's like $76 off. So with that I was able to pick up a CPU cooler, SSD, GTX 760, and better PSU. However, it's obviously up to you on what you want to get.
