Its the servers/game mate, ask others in sidechat, when you drop to low frames in certain towns etc everyone else is the same.

Your system seems very capable.

Run this program in the background while playing the games to ensure that you're not overheating or have a power supply issue. http://www.cpuid.com/softwares/hwmonitor.html Take a screenshot and post it here.

Having said that, DayZ is still in Alpha and everyone gets FPS issues. Arma 3 is also very heavy on any system.

How low is your FPS getting?

dayz is really bad can't play on ultra and getting 20-40fps with normal graphics
Arma 3 around 30-40 on ultra
battlefield 4 around 25-28 on ultra

I don't know about DayZ, but I know Arma likes more cores, even favoring AMD in some cases. But honestly, for your system these are decent numbers. An OC'd i5 4670k on water might be able to drive that R9 290x a little better.

Try lowering detail to High instead of Ultra. In most cases, the visual difference is almost unnoticeable but the performance will go up.

Also try a different AA mode. I rarely use anything over 4x MSAA, but usually go with 2x + FXAA or SSAO. Again, the visual improvement of a higher AA setting is usually small compared to the performance hit.

Unless you're running 4k resolution, you should be getting a lot more than 30 FPS in battlefield with that card.
I would wipe your drivers (use http://www.guru3d.com/files_details/display_driver_unin...) and re-install them.

1920 X 1080 resolution on Unltra graphics with Crysis 3 and get > 45 FPS with a R9 290 (non x).
Crysis 3 is also more demanding thant BF4. Like i said, unless you're running 3800 resolution or eyefinity - I'd say you should be faster.

You should be getting higher FPS.
Check for other programs running in the background that might be stealing computer resources. Close programs down that you either don't know what they are or know aren't important and try running the game again. If you know there isn't anything else running in the background, then wipe out the drivers with the program i put in my first comment and try again.
I had to wipe my dirvers when upgrading to the r9 as I had a corrupt file somewhere. It happens.

Similar specs, except I have a i7-4770k processor. But this would only make a 1-2 FPS difference, I promise it's not your processor thats cutting down your performance.
