Strange USB Keyboard Problem

Honestly, I'm not quite sure what is wrong with it, but the past few computer start-ups have left neither of my USB keyboards being detected upon reaching the Desktop of my Windows 8 machine.
Strangely, the USB mouse still works fine, and the keyboards are detecting just fine during POST and BIOS and I can reach CMOS settings just fine.. It's just when I get to the actual windows OS that the keyboards are not being recognized and I have to use the On-Screen Keyboard to manipulate anything that way.
What could be the issue?? I'm looking at Device Manager right now and it's not displaying any errors but it's taking ages to detect and PnP complaint hardware... seems to be stuck there actually. Is this a plug-and-play issue?

Works fine on my laptop, which has a fucked up USB port that rarely recognizes these things..
So.. It doesn't seem to be a USB port issue since it finds the mouse, not a keyboard issue because it works on other computers, could a program potentially be causing interference with the keyboard drivers or something? What's weird is EVENTUALLY the keyboard gets recognized, it just takes a good 10-15 minutes.

That might have done it. I ended up having to completely remove power from the system by switching off the PSU then unplugging the keyboard and starting it fully back up again before plugging it in once more. I'll pick this as the solution since it seemed to work, hopefully doesn't try acting up again.
