bf4 20fps or lower

Hey I have an Hp pavilion and it has 12gb ram 1tb harddrive radeo hd 7650 and a 3.8ghz quad core... why cant I get more than 50 fps on low..

A 7650 is a very weak graphics card. Is it a mobile version in a laptop?
Weaker still. If you get 50 fps on low, be happy.

Agreed. The card is a weak one. You could further try out some command lines to disable DX11 features in the game. You can google for that.
