PSU or Mobo Problem?

firstly specs:
Asus z77 sabertooth mobo
Gtx 690
PSU: CORSAIR Professional Series Gold AX850
16gb Corsair RAM
Corsair h100 Liquid cooling.

Anyways, recently my computer has stopped wanting to turn on, All of the lights on my mobo are on (green light on the mobo and the blue bios light on the back) however, it refuses to power up like 80% of the time. Even jumping the pins wont turn it on. Is this a mobo or PSU problem?

When you say its refuses to power up does it turn on and just give you a black screen or does it not turn on at all?

I had a bad stick of RAM that made my computer to a black screen and nothing else--I took it out and it fixed the problem.

It could be the power supply, has your computer had intermittent hangs, freezes, or crashes herr recently? Those are the tells of a failing power supply. If not, then it may be your motherboard.

When I say it doesn't power on, I mean it does nothing, it doesnt flicker or anything. That being said, sometimes it powers on just fine and works like a charm. I find myself pressing the power button all day and eventually it will turn on, but then I mess up and it down.
