Need help solving windows 7 safemode problem.

I need help. I bought a used laptop and it is locked from within. I have looked up how to reset a forgotten password and mostly everyone says something about safe mode or downloading some file I can use. I have a Dell latitude E5520 and I do not know the password and don't know how to access safe mode. I tried f8 but it doesn't do anything. I'd Also like to know how to reset it too factory settings.

Dell offer a number of support options for recovering Operating systems... You may have access to a restore partition... why cant you just go back to the person who sold you the laptop and ask them for the password...

The first bit of advice I would give anyone after buying a used machine is to restore it back to factory settings because the average user doesn't have a clue what is on the machine... there could be malware, virus. keyloggers, illigal images, illigal publications, illigal software and depending on what country you live it the buck stops with the current user unless they inform the police before the police find you (I know of a case first hand where a user bought a machine from E-bay and it was setup to allow full remote control and was used to download illigal images and then forward them to a cloud based storage service... on the surface this made law enforcement presume that the owner was the bad guy and they were dealt with sevearly until the case was investigated further... there is no real thing as innocent until proven guilty in these cases your guilty until you can prove otherwise)
