Most Effective Way to Continuously Cool CPU

What is the most effective way to cool your CPU continuously and permanently. I am aware of extreme cooling such as the use of liquid nitrogen, but I want something that is permanent and not just for setting a benchmark record. Money is no object. I simply want the best of the best. Thanks!

The only way to do it is with an insane liquid cooling setup. Tinytomlogan (Youtuber) used 40x Corsair SP 120 High Performance Fans on a Corsair H100i and got sub zero celcius temperatures. The best would be to get something like this:

EKWB Full nickel block
EWKB Laing D5 with acrylic top
EKWB x3 Reservoirs (Any will do)
XSPC AX 480mm radiators (Get as many as you want, but keep it reasonable)
EKWB 1/2" tubing (Any color)
EKWB Compression fittings (1/2")
Corsair SP 120mm Higher Performance Edition (As many as you want, but also keep it reasonable)
 
The best cooling solution without going absolutely nuts is a custom water loop.
If your willing to put heaps of time and effort in to it, there is also TE-Cooling, which replaces radiators with Peltiers, which can bring the water below ambient temperature. There are a couple of threads sticked about sub-ambient/Peltier cooling in the overclocking forum if your interested.
