CPU to RAM Ratio Simplified and Questions?

I have a Dell Dimension 3100 with 3.06GHz of CPU and I was wondering how many GBs of ram can i install before wasting ram usage? I was thinking about getting 8gbs of ram(2x 4gb pieces "1333 MHz") but didn't know if that was too much. If it is would 4gbs or 6gbs be the recommended amount? Other specs of the computer can be provided. I am not very big on computer language so if you could simplify it than that would be very nice.

If you are on a 64 bit OS, running a 64 bit program, no RAM will be wasted.
If you are on a 32 bit OS (regardless of whether it's XP or 7), only 3.5 GB can be used by the system.

8 GB should be fine.
If you go to "Run" in the start menu and type "winver", it should tell you the Windows version and if it's 64 bit. If it doesn't say 64 bit, it's safe to assume it's 32 bit.
