USB Power issues

I've been running into an issue with my USB components for the past couple weeks now. I recently installed a third hard drive and replaced my DVD burner with a Blu ray burner. Ever since, my devices seems to randomly power on and off and become unusable until I restart my PC. So far, I've disconnected everything but the bare essential items, and it doesn't happen every time I reconnect devices I'd like to use either. The effect that I'm experiencing is my USB keyboard and mouse will power on and off, rendering them completely useless. Same will happen to my Xbox 360 wired controller. Additionally, doing something like adding a Virtual Clone Drive volume to my system will cause it to spaz out. I'm completely baffled and I have no idea where to start!

PC:

Asus P8P67 LE Rev 3.0 motherboard
Ultra 650 Watt power supply
Intel core i5-2400 CPU
Asus 12x Blu Ray Burner (just added)
Mushkin 128GB SSD
2 TB WD HD
4 TB Seagate HD (just added)
Sapphire R9 280X graphics card with output to two monitors

Essential connected components:

Razer Blackwiddow Keyboard
Razer Deathadder mouse (connected to usb port on keyboard)

Connected prior to new hardware fulltime (none of these devices are connected currently):

XBox 360 wired gamepad
Logitech C920 webcam
Steelseries Siberia Headset
4 Port USB Hub which holds iPod, iPhone, and Nook chargers

I would total up the amount of suggested available power (in watts) for each device, and make sure you aren't over 650.

Could be a power supply, could be the board, could be something wonky in your registry. This kind of stuff is hard to trouble shoot. If you are sleeping your machine and coming out of a "sleep" and THEN running in to problems, don't sleep your machine. Fixed my dads and brothers power issues with USB devices.
