8 GB of ram but only 3.24 is left

So I bought PNY Optima 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10666)
and it says that I've only got 3.24 usable. I don't know if this is normal or I installed them wrong or they are being sucked up by something? If theres anything else I need to show please let me know.

they should be set up in a config like this if there is 4 slot 1234 then it should be ram in 13 or 24 also do you mean it recognizes 3.4gb or it recognizes 8gb and you only have 3.4gb usable?

your problem is that 32-bit windows only supports up to 4gb of ram 64-bit windows supports up to 128 bit
if you want to use all 8gb you will need 64bit operating system
