Great downloadspeed(60-100mb) Abysmal upload speed u-0.1kg. General problem?

I am not too sure about the technicalities but Im with Virgin Superhub and have have a good average upload speed of 20-10mb upload when i first had it but now it is 0.1kb. knowing that i generally can't upload stuff both wired and wireless.

Being general here, are there any main route causes to this problem as to what I am experiencing.

I have tried the test site (ookla speedtest)
i have checked the ethernet cabl
I have checked antivirus interferance possibilities

Any suggestions or just call the man(ISP)?

anyone have torrents going while your testing? Maybe one running a pc you don't even know about. Most torrent software automatically sets the max upload stream to unlimited, a torrent finished and people just leave it seeding sucking up all your upload bandwidth. try testing just your pc direct to the modem first that cuts everyone else out and your router.
