I seriously need some assistance here guys, I am no noob to most things tech, but when it comes to networking and the like, I know just about as much as my old man, which isn't a lot. I am a streamer on Twitch.tv, and recently I have been a fun little target to my "fanbase", nothing too serious yet, but someone sent me a message saying they knew my IP and would shut me down for good, just for fun. I called his bluff and he linked my a screenshot of my IP address loaded into his LOIC program, so, he has that going for him, which is nice. I knew I should have hid behind a VPN or proxy or whatever ages ago, but I didn't find a reason to, but now, here is my reason, sitting in a DDOSing program. So, I did what I thought would be a good idea and get a new IP address, shouldn't be hard right? Boy, was I wrong. I jumped around from forum to forum to no avail. Most every forum said, "Unplug the router and modem, wait x amount of minutes, go into CMD and ipconfig/release ipconfig/renew", this that and everything, no dice. I called my ISP, Charter Communications, and they said I shouldn't worry because the dynamic IP changes every 24-48 hours, and I thought I was out of the woods and I would just have to wait it out then, but I wasn't. I soon learned that what they had said was a load of whichever mammal's you prefers excrement. The IP never changed, and now that I think about it, whenever I would run servers for video games off of my computer for my friends, they would join and play for weeks on end, using the same "dynamic, change every 2 days, IP address". I have seriously tried EVERYTHING!!! I've flushed dns caches and repaired winsocks, even did a fresh OS install to be extra safe, nothing. I am too scared to even go back to streaming, this guy has me in a choke hold, someone halp.

For anyone that has a similar problem and needs to have their IP changed, I have found the solution. At least for me, in my netgear firmwire, @http://192.168.1.1/ the IP is given to the router and modem on a lease, the same way a real world lease would work. If the router and modem are still plugged in when the lease runs out, it will renew the lease, the opposite happens when you leave them unplugged of course, for my ISP, the lease are given at 8 hour long intervals, that is not to say the hardware needs to be left unplugged for that long, they could be left unplugged for 1 minute for all it cares, as long as there is no connection when the lease runs out, it will fetch a new IP address.
Are you talking about the global IP address, or the local (192.168.x.x) one? The local one doesn't need to change.

You usually have to pay extra to get a static IP, but it's possible that someone's accidentally ticked the box on your profile. You might be able to get them to check and undo it.

Im talking about the global, looks something like xx.xxx.xxx.xxx rather than the locals xxx.xxx.x.x, I remember at one point much earlier I had successfully ipconfig/release ipconfig/renew'ed my ip address to get around a ban on a DayZ server I was keen to several months ago, I figured I would use the same method to change my IP this time, but it just gives me the same address over and over. When I hardwire straight into the modem, and I go to ipchicken.com, it displays a much different IP, im sure this is meant to be this way, but you get what Im saying.

Yes, so it would be the global, not the local that I would type into the url to configure my router which should be the same for all netgear routers of my model number which is 192.168.1.1. The number that I need changed is, currently, an eleven digit address similar to, 24.151.150.183, that isnt my IP, just random typings by the way, but it follows that formatting. Would it be possible to "assign" myself a static IP address in my routers configuration? If so, what range of numbers do I need to use? just 0-255? or is that all impossible?

something else I just learned, the IP starts with a 24, which is apparently an WAN IP assigned when I factory reset my router, like 24.aaa.bbb.ccc, when I used to have an IP starting with a 72, like 72.ddd.eee.fff, so i guess if it isnt alrealy obvious, its the WAN IP giving me the trouble. don't know if thats of any help really.
 
The WAN IP is assigned by your ISP - changing it will mean no traffic gets to you. Not a good idea.

The WAN IP will come out of one of the blocks that your ISP owns. The 24.151 address you listed earlier belongs to Charter Communications, for example.

Only way to change it is to either do the unplug modem + wait, or phone them up and ask for them to check that it's not on static.

EDIT: Some cable ISPs use static IPs to make it easier for them to bill data to you. Not sure if Charter does this.

Thats what I tried today, guess I will just have to play the waiting game and see if they pull through, as I said in the OP, when I called them today, the said that the IPs are dynamic and will renew 3 or more times a week automatically, which as i said, sounds like a load of bull considering I use that IP that I gather from just typing "whats my IP" into google for hosting game servers and we play nonstop for weeks on that IP and it never changes. When the nice lady behind the phone tried to renew it from their side, it just did the same thing it had been doing all day, just cut the internet, wait about 5 mins, then back to the same IP. The whole unplug the modem and wait method has been tried time and time over and over with no resolution in sight, I guess the only thing I can do is continue streaming and risk some wannabe hackers getting into private information or just stop streaming all together, which would have to result in myself finding a new job considering its what I do for a paycheck.
 
Is your modem connected directly to your computer, or through a router? Check that the router is on DHCP. There may be a 'reconnect' button in the web interface.

Are you locked into a contract? Closing your account with them then opening a new one is a sure-fire way to get a new address.

The modem is connected into the router, then my computer to the router of course, I have checked that the DHCP is set to automatic in my services, in the properties of my Local area connection status it says that my "lease expires" today around 11 PM est and was obtained yesterday around the same time, i don't really know if that has to do with anything, but I read on some other forums that it does, so that's a shot in the dark. Closing the account and reopening it actually sounds like a good idea, however, would getting a new router and/or modem from them or anywhere for that matter not resolve the situation either or would it just give me the same IP? Thank you by the way for walking me thru this so patiently, im sure I sound like a babbling moron that hasn't the slightest clue what they're talking about, that's mainly because I don't though.

Also DHCP will only give you a new internal IP address. Something like 192.168.1.2.
You would need a new external IP address (which your ISP should be able to provide) to stop the DDOSing.

I would still recommend first making sure, the people cannot get your IP address(like resolving your skype or something like that) before changing external IP address, as they would simply resolve your IP address once again.

To be clear internal IP address it the IP address from the computer to the router.
External IP address is the actual IP address. The IP address from your router to the internet.

I have an ubuntu server that I use with two interfaces with static routes that I have better control over and can install my own security, sensors and control my inside network which is also protected with a separate hardware layer 7 firewall. I don't own an OTS router like Netgear or Linksys. The best way to force a change on my gateway is to spoof my mac. That way the DHCP server sees you as a brand new customer and you won't get the same "sticky" ip address. The DHCP server stores your mac so that you can get the same ip the next time you renew. You will get a different dynamic ip each time you change your mac on your (public facing) external interface.
