does this sound like a possible PSU problem?

I recently made my first home-build, put everything together correctly etc, followed the manuals, made sure everything was compatible etc. Basically, it didn't work. The computer turns on, but then it hits a state of constant reboot (no post, no display)

Gigabyte- GA787x
Intel Core i7 4770K
Corsair CX600M PSU
so I bought another MOBO.

MSI Z87-GD65

now this time, the system starts up and the fans on everything run, the little LED on the mobo are illuminated, but... still no post.

so that's two mobos tried and i'm still non the wiser... I've obviously breadboarded everything in every combination going, reset the cmos on both mobos, stripped them to bare essentials, Even though the fans run on one mobo, and a constant reboot on the other, this means power IS there... could it still be a PSU issue?
i'm so lost.

Faulty PSU cannot be ruled out. Only way to find out is to replace it. Make sure the replacement is powerful enough for your system, for the average system 600w is plenty unless you've got a high-end gaming graphics card.

Hi thanks for the reply - i've tried with the GPU in, and the GPU out... still the same thing happens.

The Corsair CX series are cheap with budget capacitors.

so even without the GPU on the motherboard, the PSU could still provide enough juice for the fans, including the CPU fan... but fail to boot the CPU? (and fail to reach post)
