Sapphire Radeon HD 7970 GHz Edition 3GB Artifacts After Installation

I've been experiencing a weird flickering and "boxing" issue on my build with my Sapphire Radeon HD 7970 GHz Edition 3GB Video Card. I took a picture of the flickering boxes (I believe called artifacts) here:

They only seem to appear when gaming or watching youtube links (though it seems to be only in Google Chrome...). Anyway, I had no idea what to do, so I completely reformatted and zeroed out my hard drive and re-installed Windows 7. The artifacts did not come up again until I re-installed the drivers for my graphics card. Anybody have any ideas? Attached is my build, in case theres a power issue or something crazy:

(I'm using two Dell u2713hm monitors, but the issue appears even with a small single monitor)

You could check temps, voltages and Clock Rates of your video card with GPU-Z, but seeing you have a good PSU and the video card being new, most likely you got a defective one so go ahead and RMA it.
