Windows is slowing down randomly

A hard drive of mine recently bit the big one and it had all my programs and media on it. I've bought a new drive and am trying to rebuild the system. Windows is on a separate SSD.

The computer definitely feels slower then it was was before. As I am copying things the system will randomly freeze for a solid minute. I found this in the event viewer. Not sure if it helps.

Cryptographic Services failed while processing the OnIdentity() call in the System Writer Object.

Details:
AddCoreCsiFiles : RtlConvertNtFilePathToWin32Path() failed.

System Error:
0xC0000039 (unresolvable).

I'm not sure if this has anything to do with the Windows backup I'm trying to do. Which never completes successfully. Error Code: 0x81000037

When I run sfc/ scannow I get this message:
Windows Resource Protection did not find any integrity violations.

Please Advise.
