Mobo VGA giving no signal

So, i have a friends pc in my house and here is the story. He bought it 4 years ago being a very good desktop at the time but at some point his graphic card failed, so he removed it and kept using his pc via a VGA cable directly on the motherboard. Then at some point one press of the power button wasnt enough to turn it on.. he had to reboot and know it maybe needs 20 reboots to actually give a signal. I can see all the fans and cpu and from the powersupply working .. but why doesnt it have signal? ( i double checked with other cables and this isnt the problem.)

the pc doesnt have a graphics card the vga is directly on mobo, but it used to have no problem sending a signal.. Is it possible that the power supply is at fault? i think the fan isnt running at optimum speed
