Radom Lines across the screen, messed up pixel placement

CPU: AMD Phenom X4 980 quad core @3.70GHz

GPU: EVGA GTX 780 SuperClocked

Lately I have been having lots of problems with my graphics. When ever I use Windows media player to play a video, I get pixels that move around as if it where lagging, this doesn't happen with VLC media player though. On YouTube I would get lines through videos if Hardware acceleration was enabled, and I get lines that just appear on windows or browsers that randomly appear and then go away. In games I sometimes get a line that runs through the game that kinda looks like an analog static, The graphics card I have is 2 months old. I haven't had any of these problems until almost two weeks ago, and as I type this message, parts of it disappear and turn the same color as the background of the white text box. The glitching gets worse over time.

I have taken the computer apart and put it back together.
Switched the PCIe port
Updated/back dated graphic drivers
Running Windows 7 service pack one

I am at a complete loss of what to do since the graphics card cost me $550, and I don't exactly have the kind of money to go out and get a new one, or have another computer capable of running it besides mine to test it. I had absolutely no problems until two weeks ago. The last thing that happened to it before all this went down, was that the power went out. Everything is basically all set back to default of what I got it. Any help would be greatly appreciated.

when the power went out was your pc on a surge protector suppressor?
if the power went out because a transformer blew at the substation or one along the street you might have gotten a deadly surge of overvolting/amping that might have affected something.

It's on a surge protector, I have always been keen on making sure expensive appliances and devices are always on surge protectors. It was just a windy day and it happened to knock over a tree a mile or two away from my house, so I don't suspect to much power being sent into it. As of now, I have reset all the graphics drivers back to the disk that came with the card, and it seems to be working. I'll give an update in a little bit as to where I am then.

Well, everything seems to be okay, I played Gmod for like the last 6-8hrs and I didn't have any issues, I'm guessing something in the driver settings was messed up, ever since I reset that, things seem to be running alright

After forgetting about this thread, 1 1/2 years ago, I contacted EVGA, and RMA the product. Turns out it was an issue with the card. They returned either a new one, or the same one, just fixed. It has been working fine ever since.
