Playing a game won't use all the CPU

Hi,
First I want to apologize if I asked any dumb question: I don't understand very much about the subject. Uh, and my English is not the best too.
Going on: I have a mobile computer (laptop) with the following specifications:

CPU: Intel i7-4500U @ 1.8GHz (up to 3GHz with Turbo Boost)
GPU: AMD Radeon 8850M (2GB) and Intel 4400 (which I obviously won't use for games).
RAM: 8GB
HD: 1TB (5200rpm)
OS: Windows 8
The Windows experience index gives the lowest grade to HD (5,9). The rest will be >= 6,7.

The GPU is set to work at the maximum performance it can hold.
I was playing a game Minecraft at full settings and I had some lag (20-50 FPS) in a more resource demanding area of the game. If I open the task manager and check those graphics, however, the RAM use will be around 2,6GB, the HD usage will seldom reach 35% and the CPU will stay at 80%. I don't know how to monitor the GPU usage... but the temperature will be OK.
I can notice that, about a minute after I started playing, the fan will rotate with more frequency. All the temperatures will be OK.
My first question is: What bottlenecks the game? Is it the CPU, once it's the only hardware being at a high usage? If yes, why doesn't it reach 100%?
The second one: How can I know when Turbo Boost is active? Is it when the fan rotates faster?

The fan rotates faster when cpu and gpu are working harder to keep them cool.

With the i7 and 8 gb of ram you are not getting a bottleneck.

The gpu is a fairly good so it should not have problems playing minecraft

It is possible that your laptop is filled with dust and not cooling well causing the GPU to throttle down in order to avoid damage.

Another thing to check is your switchable graphics make sure it is set on high performance for minecraft otherwise it will use the Intel gpu

That 80% is the "bottleneck." The reason it's not 100% is because components rarely are allowed to run at 100%, especially when it's one application using all the resources. You might be able to get this percentage closer to 100 if you set Minecraft's priority higher in Task Manager.

Bear in mind, this isn't a Desktop i7.
 
Your CPU usage numbers can vary depending on how heavily threaded the application is. Say you have a quad core CPU, if the application can only use one CPU thread, then you will hit a CPU bottleneck with a single core maxed out, but your overall CPU usage is only at 25% Hyperthreading can also mess this up a bit because Windows views the virtual cores created by hyperthreading as an actual CPU core, and will display that in task manager. As such, if you have a desktop i7, with 4 cores, 8 threads, Windows will see 8 cores in task manager. If your application can only use 4 threads, you could hit a CPU bottleneck with 4 cores maxed out, but an overall CPU usage of 50%. This can make it a bit tricky to see if you have a CPU bottleneck, so sometimes it's best to look at the usage of the individual cores, rather than overall CPU usage.

I have problems with minecraft too. It is not throttling though. Try install optifine or something like that. boosted me very much.
I need to every time i start minecraft - Right click it, and select my high performance nvidia gpu. Extremely annoying, but thats it.
Try doing both of these...
