I bought a SSD with 70gigs for my boot drive; that proved to be rather too small and it is near full, so I purchased a 250gig ssd, how can I copy all my files to the new SSD and then swap it out to be my new boot drive.

You can use cloning software, there are plenty of options. But the machine will run best if you just suffer a fresh install. I perform a reinstall of windows a couple of times a year just to watch my computers run their fastest. Don't think of a new install as a crux, but as a new start. Everything runs better with a new install.

Best of luck.

Most of the SSD's come with programs allowing you to ghost the content of the SSD or HD to another. Search ghosting programs and several will pop up just becareful of the free ones as they may install spyware. For example my new Samsung 840 EVO comes with software to transfer my whole HD or Intel has their own. Their are 3rd party separate programs that will allow you to actually choose what you want to send over. Let me know if you have any other questions.
