Need help evaluating a craigslist add for i5 combo

I found a good deal on a new i5-4670k and asrock extreme 4 through microcenter for 310 dollars. Although that is nice i had just found an ad through craigslist for 200 which seems promising.
ASRock Z77 Extreme4 and Intel i5 3570k motherboard/CPU combo - $200


Up for sale is a used ASRock Z77 Extreme4 Intel Socket 1155 motherboard and Intel 3rd generation i5 3570k CPU. They both work perfectly, the CPU has been under a custom water cooling loop since the day I bought it. The motherboard will come in the original box with all of the accessories I still have (manual, IO plate, a couple fliers) I can include a stock Intel cooler if you want.

I'd be going the new Haswell. The guy seems to think that stating it's been in a custom water cooling loop makes it sound like a good thing, to me that means he has attempted to overclock the crap out of it (well that's why I have my watercooling ha)! which could have some seriously detrimental effects to the CPU if done incorrectly.

Go with the new stuff.

Ok. Well if i decide to forgo getting this and buy a new haswell that is fine. Are there any parts beside the good furniture deals on craigslist in relation to computers. I know that i could get a new graphics card, but it seems like a waste of money for some. In the long run i could save over a 150 dollars for used parts at least on there. that would be worth a few roadblocks.

I guess i should rephrase my question.
Is a i5-3570k and z77 extreme 4 for 200 dollars used worth the risk for a budget gaming build, and if not overclocked is it a fair price. And will the 100 dollars put towards a new haswell and extreme 4 lga 1150 be worth it over a better gpu in a few years?I was currently looking at the 160 to 180 range for a gtx 660, but a 760 would be a nice improvement.
