What wattage does your Power Supply Unit provide? If anything try re-seating the card, and check the PCI slot for debris. Another thing to check is perhaps try putting the different 6 pin power connectors on different rails if they aren't already.
Another trend I have been seeing is that some motherboards do not support this card without the latest BIOS versions. Try first resetting your cmos after installing the card, and if that does not work see if you are running the latest BIOS version.

You may have to RMA the motherboard. It's not uncommon that things get damaged in transit. It's pretty late here too and I'm a bit past my mental prime for this day. I'll pick this up later tomorrow, or perhaps another amazing techie here can steal this thread while I'm sleeping. :D

The motherboard seems to work, i mean the Fan powers up and a light comes on for the audio, and my GTX 780 seems to power up from the motherboard, right now i'm taking it apart and putting it back together to see if it works but i doubt it will :\,
-I turn it on then after 10-15 seconds i hear a crack then it powers down, then 5 seconds later it turns back on this time it stays on till i shut it off, but my case power button flashes twice.

You obviously have a problem with your PSU. Check the connection between the PSU and the outlet where you're connecting the PC. You could just check ALL the PSU connections, any variety of which could prevent the computer from completing POST. If none work, then your PSU is dead, and you will have to get a new one :( .

When you say "foam on the batteries", your computer should only have one battery, and that is the button-cell "watch" battery on the motherboard. Everything else that pops out of the board is a capacitor (battery shaped), inductor (magnet coil) or resistor (square, or U shaped thing). If there is foam coming out of any capacitor you should replace the component it is attached to, or have an expert repair the capacitor. For example blowing a cap on the PSU can damage just about everything inside the case, while as a blown cap on the motherboard has little chance to damage anything except for the motherboard. If you see "foam" leaking out of a motherboard capacitor, send it back immediately. Another think to check is if any of the capacitors look deformed, or if the tops of any of them are buldging like the snap-top on a jar of jelly.

It sounds like a dead PSU. If there is any foam coming from any of the internal components (the PSU doesn't have batteries, so it must be the capacitor), then it should be replaced. This visually confirms that your PSU is toast, you should file an RMA immediately. Usually the "foam" from a blown cap is titanium white (really white) and crumbly. If you can, post a pic? There are no batteries in the PSU, only capacitors, but be sure it's not an insulation foam and is actually coming from within the cap. Use the website I posted to compare what you are seeing.

I think it's insulation foam but it's everywhere also i tried using another CPU fan and when i press power it starts up really fast and seems to go slower then click and PSU shuts off, then it turns back on and the fan goes fast then slow then fast etc. keep in mind the PSU fan never spins

Any update on the status? Sorry you totally threw me off on the "foam" detail, it sounded like a busted cap, but I'm sure it's just insulation. If you have another video card, try that. Also, how did you find out it was the ram causing the restart? Try not only different individual sticks at the same time, but also different sticks in different slots. It could be that one of the RAM slots is damaged.
