The "turbo" speed on that processor is 4.2GHz, anything past that isn't going to yield much in the way of FPS. Also 870MHz isn't that fast for a graphics card, you might try to tweak the GPU profile to get you there. In addition try reducing the anti-aliasing and antisotropic filtering profiles, as they eat the most resources for the minimal graphics gain.
 
yeah and even then I don't think you would see 60 constant fps, it might dip into the 45-50's area still. How much of an overclock? the 280x is strong so that is good, an FX 6300, assuming truly stable, at 4.6 Ghz will match a stock 8320 performance, and that should get you 50-60 solid FPS...Maybe change some sort of blend of very high and ultra settings might be needed..
 
also I just realized the motherboard you have will mean it cant overclock to 4.6 Ghz. I doubt the 780 chipset can do that, the 970 chipset motherboard with VRM heatsinks and 4+2 power phase minimum would MAYBE hit that OC. But on that motherboard I would say stock to very light OC is all youll get
