it's brand new, with the stock cooler not sure why it's so hot

or the motherboard doesn't fully support it
or the fan not working properly
old thermal paste problem, because it is dry etc
what is usually the reason for this?
i purchased it a while back wasn't working so recently got new motherboard therefore the thermal paste got dried up so i'm thinking that could be the reason but i recently plugged back in my old cpu with super dry thermal paste and the heat is still the same, idle at like 28-35c with stock fan..
maybe faulty i7 or is that usually never the case?
will the i7 die if it keeps running at 92degrees whats the max they should run at?
