I'm having weird performance lags in Skyrim and BioShock Infinite

My Specs:
CPU: AMD FX-8320 @3.5GHz
RAM: 16GB G-Skill SDRAM @1600MHz
GPU: Asus GTX 770 DirectCU II 4GB
HDDs: 2x 1TB 7200RPM 64MB Cache
PSU: HS Ultra 750w 80+ Bronze Modular


Now i play Skyrim at 1080p on Ultra (but with AA and AF turned to 4x) with only a few mods (less than 20)
And i have major lag in towns and smaller areas and i dont know why

And in BioShock Infinite i have seen this GPU play on Ultra with 1080p resolution on Youtube
without a hint of lag
but when i play on ultra its like it skips a few frames every now and then and Vsync is turned off on this game and i dont know where to turn Vsync on or off on Skyrim

Any Suggestions on how to improve my cards performance on these games i mean every other game performs just fine (Saints Row 3, Call of Duty Ghosts, Black ops 2 ect)

I am having the same problem here. My drivers are all up to date and every peace of hardware is brand spankin new.
I built::
Motherboard: Asus Sarbertooth 990FX R2.0
CPU: (8 Core) Unlocked FX 8350 Black Edition
GPU: Gigabyte GeFore GTX 750 Ti
RAM: 8 Gigs

so at first i was thinking bad hardware but then i noticed that the frame skips were not on other games such as Doom 3. I had some skipping at first but then it went away after an update to the Graphics driver. Your guess is good though MadMetalGuy. I wonder if it is a driver issue, a game issue, or just a VSync issue. Since the game is not unplayable, just annoying, i am thinking Vsync now. Anybody have any idea?
