Dell Laptop Erratic Behavior

I'm working on a Dell Inspiron 1546 with a very odd problem. 99% of the time when turned on, the lights and fan come on for 10 seconds and then it shuts off. The screen never comes on at all.
1 in every 100 tries will get it to turn on and post and it boots to Windows without issue and it'll run fine... until it is turned off.

I've already pulled it apart and replaced the BIOS battery and that did not help. I tried running it without the battery and same problem. When it does finally begin to post the very first Dell screen where it shows the post progress seems VERY slow (taking 20-30 seconds just for this process) only the first time loaded. If the device is reset it loads much quicker on subsequent boots.
RAM, HDD, Processor all check out. I've run it with different RAM in each of the slots too. Tried booting with just about everything disconnected from the motherboard and did the same thing. Battery in or out no difference.

I'm leaning towards a failing BIOS chip, but it is so odd that it will run perfectly once in a while.

Any thoughts or suggestions?
