i took off stock cooler and needed to clean the thermal paste so i wiped off with very lightly wetted paper towel is this very bad?

The best way to clean CPU's are to use isopropyl alcohol (rubbing alcohol with alcohol content of 90%) with a microfiber cloth eg. glass lens cleaning cloth. However, there will not be any MAJOR issues with wetted paper towel. Just make sure that none of the paper stays on the CPU. This is drastically reduce cooling performance, especially if it is near the center.
