USB Problems powering peripherals

I have done a new build, however I still have not gotten my graphics card or OS. When I first got my power supply I plugged in my usb mouse and keyboard into the back on the motherboard, no power, and also the front usb 2.0 and 3.0, no power whatsoever. I am 100% certain that I plugged in the headers properly. There is no problem with my mb, since this has occurred with the old mb I had but I bought a new one, so I do not think that is the problem. I even tried to get a pci-e USB adapter to see of that worked, it did not. The only thing I can think of is that my power supply is not giving enough power, I have a Raidmax 735 Thunder V2 80+ bronze certified, I wouldn't think that is the problem? But I'm desperate to get those to work before I get my OS and am unable to acces bios.

Do you get any lights on your motherboard? Also if you have a multimeter measure between purple and black on the ATX connector, the purple line is the +5 VSB wire which provides power at all times, and feeds power to the USB devices.
