Okay..

Basically i had a new pc and everything worked fine and so on. i decided to reinstall windows, due to some snapdo popup thing there was annoying me..

after the reinstall, i had issues with lagg and high cpu usage on games, i've tryed endless solutions and whatsoever. nothing seemed to work, i went so far as formatting the hdd before installing windows 7 home prem 64bit, even tryed ultimate 64bit, same result.

i've so far replaced my gpu, ram, motherboard, with exact same results and it's really starting to get annoying..

some games it doesn't use that much "cpu" on, but it still laggs if i more than the game maximized. basically everything has to be minimized, else lagg will appears and it shouldn't even lagg.

so far i've upgraded / downgraded all possibly drivers i could think of, even fully updated windows through windows updates (including the lang packs)

Thank you for time and sorry for any bother this may have caused.

Hello... Ok thank you... Well I have many suggestions at this time... You have too many programs that are starting up with Windows startup and taking control of your CPU time and Network bandwidth... Your Graphic Card is the next hardware upgrade for your fine machine, do you have a Budget at this time?

not gonna buy a new 1 again, already tryed that part and it didn't fix the cpu issue at all. i went from a gtx 660 something, nvidia to this 1, and the same issue still appeared.

the startup part, i usually never have it run from the start, just recently installed those programs, but sure i can remove them from startup.

my connection is 500/500mb connection, bandwidth wont be much of an issue either.

gonna remove the startup part and reboot, highly doubt it will change anything, as i've already been there.

Jason de Leon - no idea what that is, if it's the cooler on the cpu, then no. i did take it off, clean it, new pasta on cpu and so on, when i had to change the motherboard. that was like.. 2-3 days ago or so..

+ i reinstalled windows at that time aswell.

Hello... the 660TI is the card your computer can run better for 3Dgraphic programs...
You only have so many CPU Cycles, and you are allowing them to be used by alot of side programs at their lesiure, turn them on only when you are at the Computer wanting or needing to use them.

Hello... What are the ONLY Needed programs in there that you really use??? Un-Install the other ones please that are freeware utilities that you Don't use.
When installing new Programs, de-select them to run at Startup in Windows unless it MUST!!!
IF you need a network server to handle realtime Network traffic , Then get another computer dedicated to it.

Hello... When installing new Programs, de-select them to run at Startup in Windows unless it MUST!!!
IF you need a network server to handle realtime Network traffic, Utorrent,E-mail,ETC, Then get another computer dedicated to it... you don't need Graphics Performance or a high tech CPU just a hardrive, Memory, and cheap stuff... but Network Enhanced Hardware/CARD for the performance to suit your connection.
And then LAN your computer to it... You already have the Extra Windows OS software to run on it!!!
