So here I am posting another one to ask help...
I've just got my new PSU and GPU(ZM600LX, HIS R9 270X). I used to have this no name brand PSU and GTX 550ti and I wanted to play Battlefield 4 so I've ordered these new parts. And I"ve replaced the old with the new. PSU is working fine, I've installed the old GPU, 550ti in and it works marvelously. Also with only the onboard graphics, it works marvelously. But as soon as I plug in my new GPU which is HIS R9 270X it decides to not boot. No post... No CMOS. I'm not getting the PEGATRON(the manufacturer of the motherboard) screen... No motherboard beep. I've went to the closest computer place to see if my new GPU was a DOA, but it wasn't it's working completely fine in a rig that the place tested it with. I've deleted the old graphics driver... I've tried to go into bios trying to see if there's a menu that let you change the main display thing to PCI-e but no luck couldn't find it... I mean I don't get it. What could possibly be wrong that it won't boot to CMOS(POST)? Please help me out, though it maybe sounds funny and ridiculous, I couldn't sleep well last night just not being able to stop thinking about what is wrong with it...

Solution
Given that I can't find much info about the board and that the last bios update offered for it was 2010 (years before the R9 270x and it's counterparts were released) I'd say that this motherboard and GPU are incompatible. Maybe this is the perfect excuse to do more upgrades? (like a new motherboard/RAM/CPU) Budget allowing of course.

If not, possibly return the GPU but I'm at a loss as to what newer GPU to recommend as it seems your motherboard may end up with compatibility issues with newer hardware from both NVidia and AMD. Not sure what current architecture for AMD is called but you may be hard pressed to find older GPUs with previous gen architecture that would possibly be compatible with your mobo. The GTX 550ti is Fermi...

Did the computer come with the GTX 550ti (probably didn't but I have to ask).

Also I can't find any info about Pegatron ipmsb"D" H61 so I'll assume it's the Pegatron ipmsb H61. If I'm wrong please correct me as I can't find much info (other than it was installed in HP's)

The GTX 550ti is Fermi architecture and NVidia is on Kepler now so their newer GPUs maybe prove incompatible also.

Sorry I can't help with any better solutions and I hope things work out well in the end with your "quest" for a GPU with better performance.

Cheers!

Thank you, I just replaced my Motherboard and it's now working great. Though it could be a huge mistake getting another 1155 socket type, oh well i'll be fine for a year or two with the machine. Anyway, again thank you for your help!
