Windows 8's task manager says I'm using much more memory than I am.

Currently, task manager constantly tells me that I'm using anywhere from 90%-99% of my memory with just Google Chrome and basic software running even with 8 GB of RAM installed. I know this isn't true though; if I go to the "Users" tab, it says I'm using around 800 MB which obviously is very far from 8 GB. Even with it saying I'm only using 800 MB in the "Users" tab, under the "Performance" tab it says I'm using 7.6/7.9 MB. I have had noticeable stuttering/freezing from time to time when using applications, but not too often. Even though I've had this computer for around 5 months, this only started about a week ago. I can't think of anything I've done that would cause this; I haven't opened my computer any time recently. I've checked both the properties of my computer and dxdiag.exe and they both say I have 8 GB of memory installed, as well as task manager. My memory is Crucial Ballistix Sport 8GB (1 x 8GB) DDR3-1600 Memory. If it helps, the rest of my build is here.
 
There are software that reserves RAM for itself for caching purpose, for example my Samsung Magician takes 1 GB away to make my SSD faster through RAPID.
I would cold boot the PC and start task ASAP without anything else opened, and check the RAM usage. If it's under high % then it has to be software reserving them, if not, then open each programs that you use, individually and see what the problem is.
