My computer is not performing as well as it should.

My setup
I7 4770k intel processor @3.5GHZ
16.0gb of RAM
64bit windows 7 operating system
1000watt power supply
His Liquid cooled cpu cooler
And a gtx 760 nvidia graphics card.
2TB Green WD harddrive.(Thinking i need a different one)
My hard drive was an external that I am using as my internal. I have a feeling this is a big issue.

However the problem I am having is that when playing a game like diablo 3 I would assume that I could have a constant 60 frames even when there is a large amount of mobs. What could possibly be causing this issue? I also get this effect while playing other games.

Those things are incredibly hard to determine without being physically present. First thing to check is temps and usage of both your CPU and GPU.

CPU usage:
Not sure if the provided software offers CPU usage. If not, just use task manager.
